Livro: The Origins of Nuclear Cooperation

José Sarney and Raúl Alfonsín revolutionized South American foreign policy when they prevented a competitive escalation in the nuclear area.

Together they faced a double challenge: the Argentine announcement on secret uranium enrichment at the Pilcaniyeu facility and the discovery of an alleged area for nuclear tests in the Cachimbo Mountains, Pará.

Instead of intensifying competition, the two presidents have established means to produce mutual trust. Due to estimated personal actions, they achieved to prevent a dispute with serious geopolitical implications.
